Payum circle under Rumgong assembly constituency in West Siang district is one of those areas where stretcher is the only way to lift patients to hospital due to non-existence of road communication, said Tarut Pari, president, AYC Rumgong.

Payum is about 130 km from district headquarters Aalo. It is also one of the remotest villages in West Siang where the fruit of development is yet to be reached, said Pari. He demanded the authority concerned to provide an ambulance to Payum PHC at the earliest so that patients suffering from serious illness can be lifted to other places for better treatment. He also urged the authority to provide satellite phone service in the area.

PPA for spl package for least developed tribes

ITANAGAR, Dec 31: A strong, united and progressive Arunachal with peace and communal harmony all around can only be possible if all the tribes and sub tribes following different faiths and settled in different pockets of the state are equally developed.

Addressing the State and District Executive members at Party Office Naharlagun, Nikh Kamin President PPA stated that at present there are more than 75 smaller tribes and sub tribes who are living in a state of nature with rudimentary life style and subsistence economy. “The participation of these tribes in Govt jobs, schemes and the fruits of developments coming in their way are almost negligible. The reasons for such a lag, according to Kamin, is the absence of any visionary policy by the ruling Congress meant for upliftment of the weakest of the ethnic group or groups of the state.

“The unfortunate and the most deprived groups are Nah Tagins of Upper Subansiri, the Bokars, the Ramos, the Pailibos and the Boris of West Siang District, the Ashings and the Tangams of Upper Siang, the Idu Mishmis of Upper Dibang Valley,  the Akas, the Mijis, the Sartangs, the Brokpas and the Buguns of West Kameng, the Puroiks of East Kameng, Kurung Kumey and Papum Pare Districts, the Tangsas, the Lisus and the Singphos of Changlang District, the Noktes, the Wanchos, and the  Tutsas of Tirap, Changlang and Longding districts, the Meyors, the Yobins, the Mijus and the Digaru Mishmis of Anjaw and Lohit districts.”

According to Laeta Umbrey, the Congress in its long 38 years of rule had never bothered to enact any policy meant for uplifting the economic, political and social status of such groups and as a result they continue to remain in the bottom rung of the ladder.

According to Tsering Naksang the Party Spokesman, the Human Resource Development indices of these groups in terms of literacy, health, purchasing power and in Govt jobs are almost negligible in comparison to few advanced groups.

Agreeing with the findings of the academic and research cell of the party, Laeta Umbrey the Chief Ministerial Candidate stated that if PPA comes to power in 2014 Parliament and Assembly Elections, a comprehensive Govt policy shall be drawn with emphasis on providing especial financial package to each of the backward groups initially for a period of the ten years and shall also contemplate ten years reservation policy in Govt jobs, educational institutions etc. The financial package shall address the basic needs of their existence such as food, shelter and clothing and also emphasize on providing medical needs as well as especial stipends, scholarships etc to the students of the backward community.

Arunachal witnesses rape incidents, boundary row in 2013

Taba Ajum

ITANAGAR, Dec 31: The 2013 will be remembered with mixed feeling by the people of Arunachal Pradesh. The year witnessed considerable rise in crime against women across the state.  The most shocking of all is the alleged rape of 14 minor girls by the hostel warden at a private school in Likabai, West Siang district. The incident was a wake-up call for the people of state, who have so much faith in private schools that at times they tend to, ignore cries of their own children. Even the lone university of state RGU was tainted with charges of sexual related offence. A group of students lodged complaint against a professor alleging him of sexual assault which had badly damaged the image of RGU.

The contentious Assam-Arunachal boundary issue continued to remain major newsmaker throughout the year. The Supreme Court-appointed Local Boundary Commission headed by retired justice Tarun Chatterjee this year visited disputed boundary areas like Kimin, Tarasso, Likabali. However in a shocking turn of event just after the visit of the Commission, the people of Assam with tacit support of their local administration carried out massive encroachment inside Arunachal territory at Tarasso.  This incident once again soured the relation between people of two neighbouring states.

The Nabam Tuki-led state government came in for some praises for controlling bandh culture. “The present government must be appreciated for containing the menace of bandh culture by the so-called social organizations and pressure groups, especially in capital complex,” said Dr Nani Bath, noted political analyst and HoD of Political Science department, Rajiv Gandhi University.

This year government of Arunachal Pradesh created lot of job opportunities with massive number of hiring been done in education sector and Arunachal Pradesh Police. However the continuing reliance of youth on government sector for job is worrying the social pundits of state.

In order to address this serious concern, the Govt. of Arunachal Pradesh conducted 3-day Job Mela-cum-Skill Development Interview Rally which was conducted by Department of Industries in collaboration with 28 vocational Training providers (VTPs) in the month of August at Indira Gandhi Park, Itanagar. However opposition parties claimed that job mela was eye wash and waste of public money.  Till today nobody knows whether job mela was success or failure?

The year 2013 also marked the entry of private universities in the state education sector. Some of them are Arunachal University of Studies (Namsai), Indira Gandhi Technological and Medical Science University (Ziro), Venkateshwara Open University and The Himalayan University (Both in Itanagar) and Apex Professional University at Pasighat. Sharing his concern over this, Dr Nani Bath says, “A very disturbing trend in the education sector has been that of the entry of private parties in higher education. Private universities, controlled tacitly by some corrupt politicians, will only contribute to quantitative education in the state.”

After a long gap, the year 2013 witnessed dormant opposition political parties taking active part in raising concern of ordinary citizen. Be it BJP, NCP or PPA all of them have finally managed to catch imagination of public. This was the year when for the first time People's Party of Arunachal (PPA) filed an petition seeking disqualification of four former NCP legislators, who defected to Congress last year, under the anti-defection law of the Constitution. The case is still awaiting the outcome.

For a state like ours where over-night change of political loyalty has often frustrated voters in the past, this move by PPA was welcome by every likeminded citizens of state.

In another history making moment, PPA announced Laeta Umbrey, a popular leader and sitting MLA, as the party's chief ministerial candidate for the 2014 Assembly elections. The decision surprised many but political pundits have welcomed this new move.

“In political front, the declaration of CM's candidate by PPA will go a long way in the political history of Arunachal Pradesh. It has the potential to broaden the democratic political culture of the people, who otherwise are parochial and establishment-centric,” says Dr Nani Bath.

This year state capital witnessed major bank robbery case. The back to back robbery incidents in the month of December sent shockwave among denizens of capital.

As the state readies to welcome New Year, law and order issue, lack of employment opportunities, nagging Assam-Arunachal boundary issue and rampant corruption are some of the major issue which have to be addressed properly by state government.

As 2014 will be election year with Lokh Sabha and Assembly election due, the politicians and political parties will be under intense scrutiny of people of Arunachal Pradesh.

Clarification

Dear Editor,

This is in reference to the news item published in your esteemed daily dated 28/12/2013 under the headline “ THE DILEMMA OF APRB” , we would like to clarify as under:-

1. As per the  RRBs (Appointment & Promotion of Officers & Employees) Rules, 2010,the Written Test  for the  recruitment of personnel  in RRB is done centrally through CWE (RRBs) conducted by IBPS, Mumbai, on the same day twice in a year. There is a minimum qualifying mark for different categories of candidate and the candidates who have got the minimum qualifying marks are eligible to apply for interview/ viva voce.

2. On the basis of advertisement released in the Employment News/ Websites/ Rozgar Samachar and local dailies by the RRBs as per vacancies available to them, a candidate who has scored cut-off marks in written examination is eligible to apply to any of the RRBs Pan India. Final selection is made on the basis of a merit list prepared by taking the marks obtained in written examination and viva voce. Therefore, the recruitment in RRB primarily depends on competitive marks obtained in written examination.

3. So far as the reservation of post in different categories is concerned, it is the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel & Training), GoI, who stipulates the percentage of reservation for ST, SC and OBC candidates for all Public Sector Banks and other Financial Institutions.

4. The Institute of Banking Personnel Selection(IBPS), Mumbai is conducting a free Pre Examination Training (PET) for the benefit of weaker sections of the society, viz. STs, SCs, OBCs & other minority communities for 6(six) days. In our recent recruitment drive, there was a free PET for the STs, SCs, OBCs and other minority communities’ candidates conducted by IBPS, Mumbai through APRB. Hundreds (100s) of candidates have applied for the PET in their application, but, unfortunately, only half a dozen of candidates have attended the PET. We hope that in the forth coming CWE (RRBs) all local ST candidates of the state would opt for PET conducted free of cost  by IBPS and take the benefits of training so that  more and more local candidates are absorbed in APRB.

5. Unlike other states, Arunachal Pradesh does not have any good Coaching Institute particularly for Bank Examinations. That is also one of the reasons why the local candidates from Arunachal Pradesh fail to compete with the candidates from other states, where such Coaching Institutes are growing like mushrooms. We also encourage such institutions in Arunachal Pradesh with experienced faculties so that our local candidates can take the advantages of the Coaching Institutes and come out with high scoring weightage of marks to compete with the candidates from other States.

Yours,

Chairman,

Arunachal Pradesh Rural Bank.

Release stipend at the earliest

Dear Editor,

Through the column of your esteemed daily, I on behalf of the all under graduate students of Dera Natung Govt. College (DNGC), Itanagar would like to request Director of Higher and Technical Education, Govt. of Arunachal Pradesh to release the stipend of the students immediately. The delay in disbursing of the stipend has created lots of problems for students as our hopes and aspirations are associated with the same. The most of the students from this institution belong to poor family background. Further, the students from the far-flung areas depend on the stipends to solve any domestic problems. All these hopes are going to be in vain unless the stipends are released in due time. As such, I request the competent authority to release the stipend without further delay in this session.

Yours,

Nabam Neme

DNGC, Itanagar.

TTMSLFT should be organized in more professional way

The preparations for the 13th Tadar Tang Memorial State Level Football Tournament (TTMSLFT), 2013-14 scheduled to be held at Rajiv Gandhi stadium, Naharlagun from January 11 to 20 is going on in full swing. Altogether, 13 teams, including Lower Subansiri, Kurung Kumey, Tawang, East Kameng, Papum Pare, Upper Subansiri, Lohit, West Siang, Upper Siang, Lower Dibang Valley, East Siang, Anjaw and Capital Complex are participating in the tournament which will be played in league cum knock-out format.

Tadar Tang Memorial State Level Football Tournament is the most popular state level sporting events. This tournament provides platform to the budding football stars to showcase their raw talent. Despite being a popular event, the tournament had its share of trouble in the past.  The disciplinary issue is major cause of concern. The violent clashes among players and between player-crowd have taken away some sheen from this superbly executed tournament. However it heartening to know that from this year onwards, the organizer has decided to introduce dope testing of players as part of tournament. They have also decided to request AIFF to depute a set of referees, preferably from Meghalaya or Manipur, for smooth conduct of the state’s top soccer tournament. Hopefully the coming Tadar Tang Memorial State Level Football Tournament will be organized professionally, so that soccer lovers can enjoy to the fullest.
